Register a vehicle in Georgia w/o title? - georgia vehicle bill of sale

With regard to a motor vehicle in Georgia in 1988 (buy) current residence. The current owner does not have a copy of the title, but he does not have a purchase contract (notarized) of the previous owner. I need to know what documents I need to know whether it is possible to register the vehicle in my name, and what documents are required.
